Govt reissued 24 old year’s order for punctuality in offices
In order to establish work culture and punctuality in all government offices, the state government has re-issued a 24 years old government order and a secretary of the state government recently has issued the fresh memorandum, which has to maintain all government employees.
It may be recalled here that in the year 1999, the then Chief Secretary V Tulsidas had issued an order to establish the work culture in government offices after he was instructed by the then Chief Minister Manik Sarkar.
After 24 years, the incumbent Chief Minister Dr Manik Saha on many occasions has appealed to all government employees to maintain regular government duties for the services to the state’s people by maintaining their regular attendance.
As per the new order, all the government employees including employees of all public sector undertaking (PSU) have to reach their respective offices before morning 10 AM and have to leave their offices after 5.30 PM and in case of any failure in abiding the new instructions by any of the employee, the department shall take necessary action against the defaulting employee.
As per the order signed by the secretary Abhishek Singh stated that ‘it has been observed that the employees working under the various departments, offices, PSUs etc are not observing utmost sincerity in observing punctuality and maintaining regular attendance as expected by the government.’
The order issued on December 20th, 1999 has also been attached with the fresh order and said that the employees should reach the office in time, so that public could get their service from 10 AM sharp on all the working days and similarly, no one should leave the office during working hours till 5.30 PM without sufficient and unavoidable reasons and without intimation to the controlling authority under any circumstance.
The order stated that every employee shall have to sign the attendance register noting the time of arrival and also the time of departure. In all categories of establishments the grace period of signing the attendance register shall be 15 minutes after the scheduled time and an employee coming after this grace period shall be marked ‘late’.
Staff may be allowed to sign attendance register and record attendance within 45minutes of the scheduled time of attendance. Anybody coming thereafter will be marked as ‘absent’ and will not be allowed to join the duty on the day unless he has been granted ‘half day’ casual leave for the first half of the day.
The order also stated that one day casual leave shall be deducted from the casual leave at the credit of a member of the state for every 3 days late attendance. If a staff member has no casual leave to his credit, one day’s “earned leave” shall be deducted from the accumulated earned leave at his credit for every 3 days late attendance.
