Vote-on-account: Govt proposes Rs 9,066.56 crore funds for next 4 months
Presenting the vote-on-account fund for next 4 months of Rs.9066.56 crore at the floor of assembly, the Finance Minister Pranajit Singha Roy stressed on “Suvarna Jayanti Tripura Nirman Yojana” for holistic development of the state.
During the lunch break of the second day of the first session of 13th Tripura assembly, the Finance Minister said that the vote on account will ensure uninterrupted development in the next four months, till July.
The vote on account has proposed Rs 9,066.56 crore budgetary grand for the development works in the state for the next four months till the full-fledged budget for the new financial year is tabled, said Singha Roy said and added that the government is expecting to see 8.95 percent Gross State Domestic Product (GSDP) growth in the next financial year, which was 8.80% GSDP in the financial year 2022-23.
In the financial year 2022-23, a sum of total Rs.596 crore for 169 projects were approved under “Suvarna Jayanti Tripura Nirman Yojana” , these include establishment of 100 bedded MCH unit at AGMC and GB Hospital complex with sanctioned amount of Rs. 194 crore and for construction of 214 roads for periodical; renewal/ordinary repair of PMGSY , Rs. 185 crore sanctioned.
Singha Roy explained that the first session of the 13th state Assembly started on March 24 with the tabling of supplementary grants of Rs 3,065.37 crore as per custom to adjust additional expenditure incurred in the last financial year above the budget estimates of Rs 26,892.67 crore.
He said that the government has placed the vote on accounts to ensure uninterrupted development works in next four months till July and they will prepare the full-fledged budget by next three months and will place it before assembly.
He said Tripura saw 8.80 per cent GSDP growth in 2022-23, higher than the 7 % national Gross Domestic Product (GDP) growth in 2022-23, and the government hoped to see 8.95 % GSDP growth in the next financial year.
In the last financial years, the own tax revenue of the state increased 14.67% and in the present financial years, the government is expecting to raise its own tax revenue at Rs. 3000 crore , said Singha Roy.
He said that on the supplementary grants in 2022-23, The Rural development saw the highest increase in terms of actual funds as the revised estimates had Rs 984.07 crore growth over the budget estimates with a 45 % increase.
In terms of the percentage of fund hike, skill development comes first with a 911 % increase from Rs 1.22 crore in the budget estimates to Rs 12.34 crore in the revised estimates.
Similarly, the departments like power, PWD, Election , IT had major fund hikes in the revised estimates in terms of increased percentage.
He said that as committed in the Vision Document, the government has fulfilled the hike of social wages from Rs. 700 to Rs. 2000, pay commission for government employees and hike of wages for Anganwadi, Asha, DRW etc workers.
The central government has sanctioned 7 externally aided projects for capital and socio-economic investment at the tone of Rs. 8174 crore and seven more projects of Rs. 3025 crore are in pipeline.
