The Bill, which proposes tougher punishment for paper leaks and fast-track courts to deal with such cases, was passed by the Lok Sabha on Wednesday and cleared by the Rajya Sabha on Thursday.

The Prime Minister had promised the legislation in his first Instagram video on the issue last week, amid growing concerns over paper leaks and the impact on students.

'Paper mafia will not be spared'

In his latest video, PM Modi said the government was taking several steps to strengthen India's examination system, including setting up a task force, fast-track courts and seeking suggestions from state governments.

"For the past several decades, every state and the Centre have been facing the issue of paper leaks. Due to this, the future of children is facing a crisis," PM Modi said in Hindi.

He stressed that comprehensive reform of the education system was necessary, along with greater use of technology and tougher laws against those involved in examination malpractice.

"Any paper mafia, paper-leaking gang, or gang playing with the future of the nation's children will not be spared. Strict laws are needed for this," he said.

Bill clears both Houses

PM Modi said the government had fulfilled its commitment to introduce the legislation and highlighted the discussions that took place in both Houses of Parliament.

"We introduced a Bill in Parliament and, as I promised you, over the past two days, extensive discussions took place in both Houses of Parliament. Today, both Houses have passed this Bill, which contains strict laws," he said.

He described the passage of the legislation as a "significant milestone" towards creating a more trustworthy examination system.

'Work will continue'

The Prime Minister said the government would continue working on reforms and would not allow the current problems surrounding examinations to persist.

"This work will continue. We will not allow such conditions to persist for long," he said.

He also appealed for collective efforts towards his government's vision of a developed India.

The new legislation is aimed at tightening the legal framework for preventing unfair means in public examinations, while fast-track courts are expected to speed up the prosecution of cases linked to examination malpractice.
