Former additional director of Industries dept arrested for land scam

Finally, Kaizer Debbarma, the former director of the Department of Industries and Commerce, has been arrested for his involvement in multiple scams by West Agartala police.
He was arrested in connection with a land scam case. Although many individuals had been arrested earlier in the 133-kani land scam, Kaizer Debbarma remained escaped till date.
The former Additional Director of the Industries Department had previously been accused in corruption cases as well. On July 12, 2023, five individuals were arrested in connection with a case involving an educational institution in Delhi, but Kaiser Debbarma had managed to evade arrest.
However, after two years, the West Agartala police station finally arrested him from his residence in Krishnanagar on Tuesday midnight.
Giving details, OC of West Agartala police station, Paritosh Das said the land scam case was initially recorded by Himanshu Panchal, the director of the Education Mission, an educational institution based in Noida, Uttar Pradesh. Apart from Kaiser Debbarma, other accused individuals in the case include Uttam Saha, Debashis Chakraborty, Subrata Acharya, Rajesh Tripura, and Biplab Sharma.
Recently, the police took YouTuber journalist Rajesh Tripura into custody for questioning, which subsequently led to Kaiser Debbarma's name surfacing in the investigation.
The accused allegedly promised to allocate 133 kanis of land to the World Education Mission for setting up an educational institution. A fake land deed was prepared from the Mohanpur Sub-Divisional Magistrate’s office, and a complaint was lodged against this at the same office, said Das.
According to the case records, Kaiser and the other accused individuals first met the director of World Education Mission at an industrial fair in Delhi. The private organization had initially signed an agreement to set up an educational institution in Tripura, and discussions began with Kaiser from the Industries Department. Later, a plot of land in Bodhjungnagar was shown to them.
The accused fraudulently extracted Rs 1.25 crore from the complainant, promising to transfer 48.52 acres of land in return. Eventually, the Uttar Pradesh-based educational institution realized they had been deceived and filed a complaint with the Mohanpur Sub-Divisional Magistrate. However, no action was taken initially.
Later, they lodged an FIR at West Agartala police station and a series of arrests began. Since 2023, several accused individuals, including Uttam Saha, Subrata Acharya, Rajesh Tripura, and Debashis Chakraborty, had been arrested. However, mysteriously, Kaiser Debbarma had managed to avoid arrest until now.
Finally, he has been arrested under multiple sections of the Indian Penal Code (IPC), including Sections 420 (cheating), 465 (forgery), 466 (forgery of public records), 468 (forgery for cheating), 471 (using forged documents), 472, 473, 474, 120B (criminal conspiracy), 166, 255, and 403.
