G7+ group reaffirms support for Ukraine’s energy security

The meeting was co-chaired by EU High Representative Kaja Kallas and Canadian Foreign Minister Anita Anand, with participation from Ukrainian Prime Minister Yuliia Svyrydenko and EU Commissioner Dan Jørgensen.

Officials reiterated earlier G7 statements and underscored their support for Ukraine’s sovereignty, territorial integrity and independence.

The group said Russia’s strikes over nearly four years have damaged electricity networks, gas systems, nuclear power plant substations and renewable energy facilities, leaving millions without heat, light or essential services.

Members called on Russia to halt all attacks on civilian infrastructure.

Participants said an immediate, full and unconditional ceasefire remains necessary to achieve a just and lasting peace.

The group outlined several commitments aimed at strengthening Ukraine’s position, including bolstering air-defence systems to protect energy infrastructure; ensuring repair capacity and equipment deliveries; securing adequate gas and electricity supplies for the 2025–26 winter; and closing funding gaps in the Ukraine Energy Support Fund.

Members also pledged to expand outreach to partners beyond traditional donor countries, accelerate reforms in Ukraine’s energy markets, and support improved governance in state-owned enterprises.

Participants stressed the need for strong and independent anti-corruption authorities in Ukraine and urged progress on adopting the country’s Anti-Corruption Strategy and State Anti-Corruption Programme.

They also highlighted the importance of reinforcing the independence of the national energy regulator.

Looking ahead to the 2026 Ukraine Recovery Conference in Poland, the group reaffirmed its commitment to helping Ukraine towards a long-term goal of building a decentralised, diversified and resilient energy system integrated with Europe.
