The National Investigation Agency (NIA) has charge sheeted 11 persons for their alleged involvement in a terror conspiracy linked to Imam Mahmuder Kafila (IMK), an offshoot of the banned Jama'atul Mujahideen Bangladesh (JMB), aimed at expanding the outfit's network and extremist ideology across West Bengal and the northeastern states, including Assam and Tripura.

The chargesheet was filed before the NIA Special Court in Guwahati under various provisions of the Bharatiya Nyaya Sanhita (BNS), 2023, and the Unlawful Activities (Prevention) Act, 1967.

According to the NIA, investigations revealed that the accused were actively involved in promoting IMK's extremist agenda by radicalizing vulnerable youth, expanding the outfit's organizational network, and spreading anti-India propaganda in different parts of the country.

The probe found that IMK was established by senior JMB member Imam Mahmud Habibullah as a manifestation of the proscribed terrorist organization to further its activities on Indian soil. The agency alleged that the accused conducted clandestine meetings, organized religious indoctrination programmes, circulated extremist literature, and extensively used digital platforms to propagate the ideology of IMK/JMB and recruit supporters.

Among the charge sheeted accused, Nasimuddin has been identified as the key operative leading IMK's activities in Assam, while Jagir Mia allegedly headed the outfit's operations in Tripura.

During the course of the investigation, the NIA seized several incriminating documents, electronic devices and digital records, which it said provided crucial evidence linking the accused to the conspiracy.

The agency said further investigation into the case (RC-01/2026/NIA/GUW) is underway.
